South Dakota lawmakers have advanced a bill that would prevent SNAP benefits from being used to buy sweetened soft drinks. The Senate approved House Bill 1056 on a 27–6 vote, sending it to the governor. The measure directs the Department of Social Services to request a federal waiver by 2026 to block soda purchases under the Supplemental Nutrition Assistance Program. If approved, the state would have six months to implement the change.
Supporters say taxpayers shouldn’t subsidize sugary drinks and argue the program should focus on nutrition. Opponents warn the narrow ban could create headaches for small rural stores and doesn’t address other sugary foods.
The White House has endorsed the bill, saying SNAP should promote healthier choices.
