SPEARFISH, S.D. – A major road improvement project on Colorado Boulevard in Spearfish is nearing completion, but its price tag has grown significantly.
The Spearfish City Council this week approved a fourth change order for the Colorado Boulevard reconstruction project, bringing the total cost to nearly $4.5 million, up from the original $3.4 million estimate.
The project, which began in April of 2025, has faced a series of challenges, including poor soil conditions, unusually wet weather, and the discovery of an unmarked water main that required additional work.
City officials also expanded portions of the project to accommodate future development near East Side Acres, a planned mixed-use neighborhood west of Sky Ridge. Developers will reimburse the city for a share of those improvements.
The latest change order, totaling about $29,000, covers additional roadway stabilization and modifications needed to connect future phases of the East Side Acres development.
Public Works Director Adam McMahon says paving is now complete, and the remaining road closure on Colorado Boulevard is expected to be lifted later this week.
