STURGIS, S.D. – The Meade County Commission has unanimously approved refinancing for the county’s first tax increment financing district, or TIF, tied to the Elk Creek development north of Rapid City.
The TIF district was established in 2015 to fund infrastructure improvements, including road upgrades and bridge repairs. Originally valued at about $10 million, the remaining balance has been reduced to roughly $1.9 million and is expected to be paid off three to four years early.
Developers told commissioners the project helped spur significant growth in the subdivision, with all of the original lots now sold.
Commissioners expressed concerns about communication with developers and questioned details of the refinancing package, including the interest rate and whether it included any additional projects. County officials ultimately approved the refinancing with the understanding that it would not add new debt to the existing TIF.
Developers called the district a successful public-private partnership, while some commissioners said the process has influenced their views on future TIF projects.
The refinancing was approved unanimously following a closed-door legal discussion.
