DEADWOOD, S.D. – Lawrence County commissioners have voted to deny a request to rezone roughly 100 acres near Deadwood for a large mixed-use development.
Developer David Winter sought to change the property’s zoning from park forest to planned unit development for a project that included tiny homes, residential housing, retail space, and a large community complex with amenities ranging from classrooms and daycare services to lodging and event space.
Commissioners cited concerns about infrastructure, including access roads, water supply, and wastewater systems. Some officials questioned moving forward with a project of that size without a more detailed infrastructure plan in place.
Following discussion, the commission voted 3-to-2 to deny the rezoning request.
The proposal was tied to Winter’s nonprofit organization, Kinship Mountain Ministries. County zoning rules limit how soon a similar rezoning application can be resubmitted unless there is a significant change in circumstances.
