A packed Spearfish City Council meeting on Monday ended with four council members publicly calling for the removal of City Administrator Bobby Falcon, citing concerns about performance, transparency, and communication with staff and residents. The city attorney will seek guidance from the Attorney General on whether the council can terminate Falcon without the mayor’s approval.
Falcon addressed the crowd before public comment, responding to online discussion about his 1995 felony convictions, which he said were later pardoned with the removal of guilt by North Dakota officials in 2022. Mayor John Senden said Falcon was honest during the hiring process and that his background check came back clean.
Residents voiced frustration over communication issues and a perceived disconnect between city leadership and the public. The council also advanced an ordinance restoring its authority over hiring decisions, reducing the administrator’s powers.
